I am just curious why some diamonds have laser inscription, some don't. Those Diamonds have similar 4Cs from same vendor and GiA certs are new like Nov or Dec 2011 (but different date).
Can I think the diamonds without laser inscription, but having latest GIA certs are re-certified diamonds?

Of course we're all free to think what we like- at least for now:)

In term of laser inscription: It's a choice made by the company or person that submits the stone to GIA.
All "Diamond Dossier" reports include a laser inscription.
On the more "traditional" GIA full report, laser inscription is an low cost ( about $25 IIRC) option.

I would not draw any conclusions based on the presence of laser inscription- or lack thereof

it's a matter of whether or not the stone was sent out to have a laser inscription or not- at the choice of the vendor selling the stone.

The reason NOT to get a girdle inscription is that it makes it difficult to have the stone regraded by another lab in the hopes of getting different results. It’s common for the lab work to be ordered by the manufacturer or importer and they probably aren’t the ones selling the stone. That dealer may feel that it could fit their market better with a different pedigree and the dealer will resubmit the stone to someone else. If there’s an inscription present, it will be notated on that other report and savvy customers will figure out that GIA gave it a different (presumably lower) grade than the one it’s being sold with. The manufacturer is just leaving his client’s options open.
