based on some research I''ve done, seems like Cut is the most important of the 4 C''s....

given that, how can you tell based off the proportions what is good or bad?

ideally what table and depth do you want? is a certain combination of both?

is there some magic number for table and depth and how much you should "stray" from that?

It is a combination of table, crown angle, and pavilion angle. If you want to tell if it is a good combination, get an HCA under 2 and make sure it is not too shallow.
 
Are you looking for a Round Brilliant, Oval, Emerald, or Cushion cut or something else???

The shape you are seeking will determine the "best" depth, table, etc.
