Hello,
I was wondering, when going to a B&M store to look for a diamond, should we only request to see stones that are GIA or AGS certified? We have a tighter budget but I still want a really good stone. Ideally I would like to find a RB .75 +/-

Yes, absolutely. And even more stringent, request stones with a GIA Excellent cut grade, or perhaps Very Good as well, but compare the former and letter in person to ensure you are not comprimising cut qualoiy too much to save money. And AGS0 for cut from AGS. GIA is more common, though, most vendors don't even carry AGS anyway.

To stretch your budget I suggest you look for a GIA Ex cut in a J color and Si1 or even Si2 clarity! Since you will see them in person finding an eye clean stone should be easier than online.
 
The place we are looking at has pretty much all the certifications: GIA, AGS, GSI, IGI, EGL (is there even more than that??). My preference would be an eye clean SI1, G but I think my BF would prefer even better quality. However, I think the most important thing is if it is eye clean and shines like the stars. Sometimes the grading can be deceiving because my old SI2, K had amazing sparkle and fire. But, I would never get a K color again. This stone was from the same store.

Color and clarity have nothing to do with sparkle :)) That is ALL about the proportions of the cut. Color and clarity are rarity factors, and are personal preferences. So be sure you keep that distinction clear in your mind when you look! You need a diamond with the right proportions to get shine and sparkle, so I highle recommend GIA EX cut grades and staying away from all the other lab reports except AGS.
