Problem with sizing down plat. 3/4 size?

Can this platinum ring be made 3/4 of a size smaller.
Any opinions? or does it need to be assessed by a jeweler?

I will bump this for you so hopefully a jeweler will see it and respond. But my unprofessional guess is that this would be no problem sizing up to one size either way.
