price for a 2.40 carat vivid blue diamond

Hello, I have a question because of a price. I am in contact with a manufacturer, which have a 2.40 carat vivid blue diamond available, not enhanced and not treated in any way. The clarity is VVS1. As Manufacturer, he want a price of 2.2 million dollar for the stone.
My question is: Does the price be justified, or is the price for a manufacturer too high ? He always said, that he has a fair price for the stone. Can anyone help me ?

If you have over 2mill to spend on that kind of diamond, I would think you already have a pretty good idea of the quality and cost for such stones.
