I have been shopping around for 2-3 months and this is just for the diamond. Is this a fair price? The top range of my budget is $30,000, this jeweler knows that so I want to see if this is fair. My girlfriend is really big on quality.

thank you,

If you're really looking for the best quality, consider these options.

All of these are in your price range. You can go up in size by dropping only 1 color (see the G-colored options here). If you want to stick to a higher color, there is a D-colored stone that will be just as eye-clean as the stone you had linked:

1.70ct, G, VS1

1.746ct, D, VS2

1.87ct, G, VS1

1.981ct, G, VS1

2.0ct, G, VS2

Here is the closest stone I found that is a good comp:
1.702ct, F, VS1
http://www.briangavindiamonds.com/diamonds/diamond-details/1.702-f-vs1-round-diamond-755.00--104074992015

You would be able to save about $3k by going with that option, ending up with the same size, equally eye-clean, and with a superior cut.
