I found this round solitaire at Brilliance.com and it is about the max I'm looking to spend. I would appreciate any feedback.

Also I have requested a copy of the GIA report. And does the "faint" florescence really affect much?

The one you posted has a medium florescence. Should that be a concern? I'm not very knowledgeable on florescence.

No. If the stone is not overblue or making the diamond hazy (rare with medium blue), there is no clause for concern and it can have a whiten a lower colored stones a bit.
