Peony eaters!

I'm zone 7. I have some peony roots that I started last year from my grandma and I have nice little shoots that came up! About 6 mini bushes are going. I moved some of them and something is eating them. The leaves are eaten clean off. Something is just leaving my stalks. It could be deer, but nothing is trampled. They are leaving the stalks of my bush standing, but stripping it.

Any advice for diy sprays or anything I can add to the plants or beds to keep whatever is eating them away?

I am growing iris, dahlias, tulips and some other stuff in this bed. Right now, it's peony, iris, and dahlia.

i didnt know anything ate them
 
I'm no plant expert but I asked chatgpt and it suggested Japanese beetles are the culprit. And to use Neem oil spray to help.
 
I’m pretty sure I get Japanese Beetles on my roses in the summer. They usually start appearing right around July 4th. I spray the whole plant and ground where they are planted with Bug B-Gone and they disappear. You hook it up to you garden hose. If I don’t catch it right away they will eat all the leaves. I live in Zone 5.

Do the peonies have holes all over the leaves @elizat?
