PayPal fees and refunds

So I’m late to the party. Did you all know this? It seems so wrong! I’ve never charged a customer PayPal fees when I sell my stuff on eBay, but I’m going to have to from now on. Thoughts? Anyone care to share an experience that relates to this recent change?
