My first thought was "The answer is 'stupidity''?" Because I don't think that rock ledge looks too dangerous for serious climbers, I think it's the lack of preparation (i.e. climbing gear) and the position of the guy who is placed on the ledge in the photo that makes it looks so dangerous. (Not that you could ever get me out on that mountain side!)
