older report and markup question

A couple of questions for all the experts out there, please:

1. I''m looking at a diamond with a AGS report that''s over 19 months old. The vendor states that it''s not a return and I would be the first purchaser. It this unusual?

2. What is the average and general range of markups by the PS vendors? Are there some PS vendors who are commonly known to have a higher or lower markup than others? Has anyone been able to negotiate any of the posted prices--if so details would be helpful.
 
1) depends on how unusual is the stone you are looking at.

2) depends on the service, policy each vendor provides.

Hi gemnewbie

No, in the scheme of things the report isn't old, so I wouldn't worry. Sometimes diamonds can take a while to find a home depending on what you are buying.

Markups also depend, some vendors can rightfully charge more than others if they provide various benefits such as upgrade policies, images and photographs, buyback policies etc rather than a ' drop shipper' that just flips the diamond, so it depends on what you want from your vendor too. Also most are working on fairly slim profit margins, some might offer various discounts and there can be a reduction if you pay with a bank wire, also price matching in some cases but it depends on the circumstances in your particular case.
 
Keep in mind a fresh report is no guarantee that a diamond did not have previous reports, or owners.

I don't mind.
Diamond are millions of years old anyway.
