Is this a good diamond? Is it considered steep/deep? I did see the plot and there is one cloud on the table.

Too steep in the pavilion angle, probably will have leakage, I would avoid it unless the Idealscope image says otherwise.

I would like to stay at or above H color and SI1. With a budget of 5K, what can expect to get? What should i be looking for in the dimensions, proportions?

AGS=American Gemological Society.

Both GIA and AGS are highly regarded associations. Either of those certs would be fine - I would post links to stones you are considering - there are lots of folks here to help!
