"Negligeable" and "none" fluorescene.

I have read quite a bit about the issues regarding fluorescene, but have not found information regarding the difference and effects between "negligeable" and "none".

Negligible is used by those who believe all diamonds display SOME amount of fluorescence, no matter how small.
