Low budget for diamond... 0.7 ct I, why so cheap?

My advise is to put your entire budget into the biggest round you can afford, in a simple setting. Maybe halo it down the road for an anniversary.
 
If you would get a new one altogether in the future, I'd do the .7 I VS2 JA stone now and another option (besides passing it down) would be making this stone into a pendant when you want to get her an upgraded e-ring diamond.

Thats a good idea too - I didn't actually find one at JA that was in our price range, I think that was just a hypothetical, but I will check again.
 
I have a J .8 and it faces up white. So I would definitely go down to a well cut J - personally. You could call Yekutiel at IDJewelry and see if he can find you nicely cut options at your budget and size/color preference and they have tons of settings. I do think think the B2C .8 is worth looking at- IDJ might be able to call it in for you.
