As a last resort, you might call French Customs and ask who they use for determining value for importation of jewelry and for payment of VAT when items of gems or jewelry are legally imported. Surely they have several appraisers on file who evaluate jewelry for legal imports and also for determining penalties for illegal and seized merchandise. They might be helpful to you, especially if you speak great French with a proper accent.------------------
