I looked at loose diamonds this weekend under the jeweler''s fluorescent light. They were very sparkly in this light- is this a good sign? Is fluorescent light a good light to use when examining?

This was quite the opposite of what I saw recently. I posted a topic where I described what I saw. I assume the stones you were looking at were cut a lot better than the ones I was looking at.
Chances are it is not the type (spectrum) of lighting, but the intensity of it that would make no matter what sparkle
Diamonds pick up surrounding colors, and some would react to the UW spectrum in some lights. But this would affect the aparent color of diamonds, not their 'sparkle'. It is the intensity of light that pulls that trick. Well cut diamonds would keep 'talking' even in less intense light (indirect lighting). There are some nice pictures of diamonds in dim light on the 'show me the ring'... Anything sparkles given enough light, and it is hard to guess just how much more intense is the lighting in some stores compared to your every day environment. Quite surprising.
Given that 'special' lighting conditions can affect allot the firest hand impression one gets of these small rocks, it is better to know more about their cut than meets the eye. Or, well, get some experience viewing diamonds, but I have no idea where is that available in a (decently unbiased) non-comercial environment for someone interested to buy one diamond, not get a new career
