Laser Inscription: NWT3- .............

I've seen a handful of diamonds around with GIA reports and an additional inscription:

NWT3-

Prefixed in some cases by a small emblem that looks like a maple leaf shape but perhaps it's some kind of H&A symbol?
The NWT3- is followed by a 5-digit number between about 70000 and 90000.

Who, or what, is NWT3 and is it of any significance?

That’s the Government of the North West Territories in Canada. It means the stone is Canadian in origin and that it’s been through their certification program.

Does the NWT3 imply any particular cut/colour/clarity/quality, or just to show that it's of Canadian origin?
