Is this a good buy?

I never think a D IF is a good buy for wearing. Why are you looking at D IF stones? I think buying a D IF stone to wear are a ridiculous overpayment for a very small stone. If you are wearing it, and especially for an engagement ring you will be better off with an F VS stone of larger size.
 
One of my very best friends in the world owns a flawless D or E stone. She has never said it outright, but I think it's pretty clear that a larger stone (he was looking at a stone that was at least .3-.5 ct bigger and ultimately went with the flawless stone) was her preference. Compared to the VSI2 and SI1 (and even some SI2 for that matter) in our group...can't tell a difference. Unless this is an absolute personal preference/requirement, I'd either save some dinero by getting the same size stone and bump color/clarity down or spend the same and get a larger stone. I am NOT a diamond expert like many on this site, but from personal experiences alone, there seem to be much better/affordable/more "bang for your buck" alternatives.
 
Numbers are fine, so yes - worth exploring further. Numbers on the report don't say anything at all about optical symmetry, of which hearts and arrows patterning is an outcome - you'd need to get the stone photographed through a H&A scope. Symmetry grading on the report is for facet-meet symmetry, not the optical symmetry (the symmetry of all the reflections of facets and reflections of reflections of facets inside the stone).

Ditto, if you're looking for a stone for someone else and he/she hasn't explicitly expressed that this is his/her preference, I would also recommend dropping the D IF spec.
