They are quite likely raw diamond crystals.
They certainly have a value but they need to be cut into diamonds suitable for jewellery to realise their full value potential.
Someone needs to assess the crystals individually for colour and clarity and then calculate the probable end cut size. Most raw crystals lose 50 -70% percent of size in the cutting process.
The buyer of raw diamond crystals would probably be a diamond broker, able to make appropriate assessments and with contacts for cutting, certification and distribution.
Here we are just consumers, ordinary people who love gems and jewellery, and not diamond brokers.
