Is 3mm all the way around band thinner or thicker...

The 3mm all the way around would be thinner at the bottom, and thicker at the top.

From the top, visually, the one that tapers will probably appear "thinner" though as it meets with the center stone, assuming that it tapers evenly from the bottom around to the top.
