How should I deal with this vendor?

LightBright....first and most important- sorry your stone got damaged! Glad that the issue was resolved!
From the way you tell it, I don't see much likelihood the fall could have caused the damage. The likeliest cause would be that it somehow got damaged while you were wearing it.
There are many cases of a diamond/ring suffering an impact that the person wearing it didn't even notice at the time.
Our hands bang into things all the time.
The weight of a loose diamond, on its own, is just too insignificant to cause the stone to chip when it hits a counter.
But hey, all sorts of weird things happen......
 
I asked before purchasing. They told me it's available. I requested for a picture, didn't get a reply for an hour so I purchased it. Another hour later, I got a reply told me the diamond got purchased since the last communication. I thought 'well that was me'. The website told me to expect the shipment this week.

btw I called my credit card company to start the dispute process.

I wonder if the stone got sold while you were waiting for the photo. I noticed many times some of the very nice stones get snatched as soon as they appear online, and then become available by BN, JA, etc at higher prices. Sorry you had to experience this trouble but I hope the issue gets resolved soon.

I wonder if all the vendors has the same access to all the diamonds. If I see something I like, can other people grab it for me at a similar price?

That diamond I ordered, I saw it sitting there for a couple of days.

If a diamond is on the virtual online market usually more than 1 vendor has access to it.
That benefits the consumer for negotiating price.

Actually, there are so many sites drawing from the same list of stones. Vetting is not necessary to place the list on a site. So, unfortunately, not all the sites offering the "virtual database stones" can actually obtain all ( or even any) of the stones on it......
 
GIA kept the same report number. I saved a copy of the previous report. The face dimension is the same, the flaw is the same, same grade, only thing is the bottom is a little shorter(0.5%), the weight is a little lighter(0.08).

Maybe it was inscribed so they kept it to match the inscription? Just a guess ...

I would suggest keep trying to contact the vendor. I’m not sure how long it takes for a credit card company to review and cancel a transaction when there is a dispute, but it may be faster and easier to get the vendor to issue the refund. I know that you’ve had trouble contacting them and it is frustrating, but they are capable of sending in a refund request within a few minutes. If you do manage to reach them, perhaps you can get them to do it right away, and they can send you proof of the electronic refund request. It’s hard to believe any PS vendor would withhold a refund once it’s been requested and no diamond has changed hands. I believe if you contact BBB, they will make the vendor aware that you’ve complained and the vendor will have to show them that the issue has been resolved to maintain a good rating. A good BBB rating is what they need and want - probably a great way to get attention.

They claimed the refund was issued on the next day on Jan.26th. It's been over two weeks now. I don't think they are telling me the truth. At this point I just want my money back.

When I checked over the weekend the report was down. I was wondering what's going on. So I decided to call the vendor on Monday. Later that day I saw the new report at GIA website.

When I got a refund from JA, they did it immediately, and they sent me the bank confirmation to prove it. Can you ask them to send you proof? This is terrible that you haven’t been refunded yet!

When I asked they gave me a code. But my credit card company said it's not useful.
 
OP - Forgive me if this is clarified up-thread, but are you checking your online banking/credit card acct to see if the refund has been applied, or did you call your CC company to ask? The reason I ask is because when I had a large refund due to me, my CC received it, but it took a few days to show up in my online banking/credit card transaction history, but when it did show up, it was back-dated. My point being, if you haven’t called your CC company, you may want to do so. If they then say they still have nothing, it’s because the vendor did not submit the refund to your card. It takes 24 hours or less for CC companies to receive/see the credit back, despite what vendors say.

I called credit card company on Monday Feb 11th. The refund they claimed was on Jan.26th. It should have showed up. I called my credit card company again on Tuesday evening to start the dispute process, the money was still not back.
