Help with engagement ring

Hi I am very new to this and looking for advice. I intend on proposing to my girlfriend in december during a trip to New Yourk (I will ask advice on that in a diffent area).

At the moment I am traveling the Caribean with work and seen the design of ring I would like in Curocaio although for the price $700 I think the diamonds were either fake or bad quality.

What I would like is a 3 stone piece larger centre stone set in white gold with the band splitting in a twist arround the stones if I could draw it I would. I dont want any thing too large (not the crown jewels) but I also dont want to be ripped of so thought I might be best buying the stones and having the ring made.

I am looking to spend arround $3000-$4000 total (less if I can get away with it. I am touring the Caribean for a while stopping next in Barbados although I will be over in Siera Leone at the end of the year where I know diamonds are available but I dont want to get shot. Like I say I intend to visit New york in December so I could wait until then.

I would prefer the normal round shape but Any advice on size, cut, Clarity and where to buy etc would be greatly appreciated.

There's a couple different kinds of twists, but put in a budget of, say, 1000 for the setting, 1000 for the sides. Give or take. Leaving 2000 or so for the center.

Where would you recomend buying I have bought a diamond in the past from a factory in Israel which proved worth while. But not to sure about buying in the Caribean or the States. I was also tempted to buy on in South africa a few years back although now I am not quite so interested in the investment I just hate beeing ripped off.

I would stick with a reputable vendor that has a return policy...
