I have never heard of that vendor, but there is a list of colored stone vendors here on the forum in the colored stones section.

I have bought a sapphire from Africa Gems and they often have sales, so by all means if you find a stone there, ask if they can give you a sale price or wait for a sale. I also think Gemfix has beautiful sapphires. I'd recommend starting with these, personally.
