have you used the diamond search tool on the home page? you can enter in your specs and a whole bunch will pop up well under your $3500 budget.
I''m no expert on Princess diamonds but if i were buying I''d go to Good old Gold for a fancy shape.

Look at all the ideal cut stones and see whether they come with an idealscope image (there is an icon on the top right, above the picture of the sample diamond). You want to look for a stone that has the least light leekage and has good symmetry and contrast. Here is a quick review on how to read the Ideal-Scope image
