Help me decide between these two diamonds...

They are both very similar, but one has to be better... which one is it?!?

Not much to choose between them. Both appear to be excellent.
One has slighty better face-up size, but the clustering of inclusions might mean that it''s not fully eye clean; you need to ask.

Since these stones can not be viewed and determined to be eye-clean are there any chances of moving up to
a well cut VS2?

I thought #2 looked a little cleaner in the GCAL symetry photos. You can definitely see the hearts and arrows more clearly. How much if at all does effect the performance of the diamond in terms of sparkle and brilliance?

You could ask them to check whether it's eye clean. Most reputable jewellers will put the stone on hold for you, so that nobody else will buy it while you're waiting for an answer to your question.
It'll only take one or two working days to get your answer.

Yes, number 2 seems to perform slightly better from the pictures on the GCAL (are the pictures of number 1 taken at a slight angle?), but number 1 seems to have slightly better spread and the numbers are right in the heart of most people's comfort zone.
There's also the issue of eye clean.
