I haven't really looked into it, but maybe more populous states? States with big cities? States not reporting true numbers? Could be a lot of reasons.

Trump literally said its a "good thing" the US has so many cases because it means they are testing lots of people... Sooooo apparently those 8/10 blue states are just doing better testing than everywhere else!
