yes it is, biggest downgrade is the off center culet with the ends being larger on one side than the other. (longer windmills) it would be a large problem in a larger stone but not very eye noticeable in that size.
Id say on a ex to poor scale its good too vg.

ASet image is weird and looks like it wasn't taken exactly right.
overall same opinion as before.
Comes down too how eye visible the off center culet/unequal ends are.
In a larger stone it would be enough to knock it out of consideration.
 
I think the culet is in place...., just the outline of the E/C is out of balance (the straight edges with the corners breaks are not in sync...)
The long edge tapers a bit...., no?
 
Everything about it looks great except for the symmetry. I can''t quite put my finger on it but I''m surprised it got a VG rating for symmetry. Perhaps it isn''t noticeable in real life size (not magnified)?

Possibly it is because it was graded by EGL?
