Girdle inclusions not prongable?

is it possible that with a standard setting a girdle inclusion is not prongable? do prongs have to be over certain facets when set?

I ask because I received my set RB in a four prong setting and the prongable inclusion was not covered. I am sending it back for resetting but it seems strange that it was not done to begin with.

I''m assuming that it wasn''t set properly at first and it was just a miscommunication of some sorts (although I can''t really understand how-I stressed the point and was assured all prongable inclusions would be taken care of).

Alternatively if the prongs cannot be set in the desired position I could see why the inclusion cannot be hidden.
 
Does the stone have a girdle inscription? Sometimes if so, the stone is set so that is still visible. Is it an H&A stone? Some people like the arrows aligned with the prongs a certain way. Still, I''d definitely want an inclusion covered, so good thing you''re sending it back for resetting.
 
If the inclusion breaks the surface or is close, the pressure of the prong can cause the inclusion to worsen.
 
heres a pic of the inclusion. the black bar I placed indicates where it is on the profile of the diamond from its cert (this is visible from the side of the diamond. The arrow points to it on the actual diamond picture facing up. The inclusion is not visible from the top of the diamond (at least not to my eye), but definitely from the side, almost like a fleck that you want to scratch off...and it seems as though it could be covered by the prong to hide it even from side view.

There is no H&A inscription.

heres an arrows pic (the best i could do for now...ill try for better pics later) and it doesnt seem as though the arrows line up with the prongs...
