I think you are looking at two different report type.

GIA Diamond Grading Dossier will list the clarity characteristics but will not have the clarity plot, is a cheaper report compared to GIA Diamond Grading Report.

How come on some GIA reports where it says ''Clarity Characteristics'' it says pinpoint or feather or cloud but sometimes it lists nothing but then farther down in the report they show on the diamond, pinpoints, clouds and other inclusions?

The clarity characteristics that are plotted are the ones that determined the actual clarity grade on the diamond. Any more that are listed under "Comments" are minor enough they didn''t affect the final grade, they are just listing them for thoroughness sake.
 
On the stone that you've linked, the main inclusions are the cloud, needle and natural listed under the plot.
The comment about "additional clouds not shown" suggests that there are other clouds scattered around, but they don't affect the clarity grade - and showing them on the plot would have made the diamond look much worse that it actually is.
Almost any VVS-grade inclusion is going to be so small that it's not worth worrying about. VS grade inclusions are also small and not usually a cause for concern. Once you get to SI grade, the inclusions can be quite large or troublesome and SI grades need careful attention to ensure a good stone.

As mentioned above; stones below 1ct don't usually have a map of inclusions, so the inclusions are listed on the clarity characteristics line.

Stones above 1ct usually have an inclusion map that shows the grade-determining inclusions. The comments section lists other (less significant) inclusions.

It could be you are comparing a full GIA report to a GIA Diamond Dossier.

The full report is more expensive and features a clarity map. The DD is less costly and mentions grade setting inclusions but does not have a clarity plot. These diamonds are inscribed for identification purposes.
