If a GIA report lists florescence as "Faint", does this mean the color of the florescence is blue?

Not necessarily.

Odds are that the fluor is blue. In my experience, almost all fluor is this color.

The fluor I hear negative things about are yellow or white. Yellow, since it can make the stone appear a lower color in some light, and white, because it can impact the way light is returned.

On occasion, a stone possesses red or green fluor, which is sometimes viewed as positive, since it is a pretty rare phenomenon (comparatively).
