When you start to look at poorly cut stones the face up size begins to change visually and it's easier to find a stone that faces up really large for it's ct weight or more often very small for it's ct weight. But these stones will always appear smaller than their real weight because of light leakage.
I would guess though that a well cut 1.75-1.85 would look very close to a well cut 2ct stone, meaning I don't think that the average person would be able to tell that it wasn't a 2 ct stone.
edit I think that there is only a .3mm difference between a 1.75 and a 2ct. I think....
