Fortune Tellers vs. Jewelry Appraisers

I just found out that fortune tellers are required to live in their community for one year
before being granted a license in Massachusetts.

My thoughts:

Jewelry appraisers (some who might also be called fortune tellers

can live anywhere that they choose
and do not need to be licensed.

Diamond and Jewelry Appraisers who handle fortunes worth of jewelry= no license

Fortune Tellers who spin stories of good or bad fortune= license required.

Strange state law
