Typo in the header - it should read 'Do' not 'Fo'.
As in: Do these stones match?

Probably?

Stone 1''s color and clarity I assume is the same?

Different vendor as in online or B&M?

Is the first stone also a J color too? can you just go through one vendor and have them source a matching pair? but looks like it could match.

Yes these could match, the essential measurements needed to make a match could work together, as D says though it is preferable to have an expert vendor match you a pair.

Unfortunately, neither vendor has a matching pair.

I looked at dimensions and color/vlarity and they seem almost the same.
What else should I consider?

Table, crown and pavilion angles. The crown angles of this 2 about a degree off. Might be able to see a difference. Is it possible for you to get the two together and viewed them side by side?

Mainly look at the table size and diameters of each stone to get a match, these are most important, doesn't matter if the crown and pavilion angles don't match exactly as long as each work well together.
