According to what I''ve read, blue fluorescence can increase the "whiteness" of a lower colored diamond. However, is that always the case? Are there factors that can impact the influence of fluorescence? For example, would a stone that''s not ideally cut be affected the same as an ideally cut stone?

If I understand what you are asking correctly, it is reasonable to assume that an extra degree of whiteness would occur in a lesser cut diamond with fluorescence which is significant enough to have this effect such as medium blue and up. But from the teaching here, great cut quality can also help a lower colour diamond face up whiter, possibly coupled with fluorescence could theoretically help even more but I would be interested to hear what the experts have to say from their experience.
