So, for my halo, I just did a wire transfer to the jeweler (from Canada to US) and I was told by the jeweler that all but 10$ was received. I verified my receipt and the correct amount was transferred. According to my bank, the jeweler's bank probably charged him the 10$ for the incoming wire transfer. Anyone heard of this? I am surprised if the jeweler didn't know this.... surely it isn't his first incoming wire! Maybe his first international one?

Depending on the bank, they may charge a currency conversion fee. It happens with credit cards too depending on your card. Does the jeweler want you to cover that fee?

It sounds like the $10 was withheld as a bank fee by your jeweller's bank, either as a charge for the incoming wire or as some sort of currency conversion.

Jeweler was cool about it. He said it was not a deal breaker and that he would adjust the invoice. I am just a little confused is his bank is the one charging him and he didn't know about it... hope he finds out!

for my bank the income international wire transfer will cost $15 but they put the entire amount in first and then take $15 out showing as fee. This is very normal but I guess your jeweler haven't dealt with much international wire transfer to know about this?
