SI1 clarity has a high chance of being eye clean to most people. It's the SI2's that are more likely to not be eye clean.
SI1 crystals just underneath the table might be visible from very close distances (six inches) after a thorugh inspection but probably not visible from normal distances (twelve inches). But if you did't know they were there, you might never find them - even with a close inspection.
Feathers generally are more difficult to see than crystals. Most feathers seem to be whitish or reflective. I don't think that the feathers are likely to be a structural risk during normal wearing of the stone.
Discuss the visibility of the crystals and feather located within the table facet with the vendor... Are the diamond crystals light or dark, are they visible without magnification? Can the vendor see the inclusions with just their eyes after locating them with just a loupe? From what distance?
Ask for detailed photographs of the inclusions, especially the feather indicated in the ten o''clock region of the upper plotting diagram. Looks like you labeled the inclusions correctly to me... If the feather in the ten o''clock region is not breaking the edge of the stone, it probably isn''t an issue. Is it indicated on the lower portion of the plotting diagram as well? It doesn''t look like it, but as indicated by Lorelei the image is kind of fuzzy.
Remember that it is difficult to accurately assess the visibility and extent of an inclusion just off of the plotting diagram, work with the vendor to get a better idea of the extent and visibility of the inclusions...
