Initially yes, but I think it depends on how long the flame is in contact with the melted snow, and the ice that the snow would turn into.
I think if you hold flame to the snow/water/ice long enough it evaporates into the air.
How practical/feasible/affordable it is to do this outside in freezing weather, I don't know.

I believe some people do keep their roofs snow and ice free by installing heater coils right in the roof.
I assume heater coils would also be needed in their drainage downspouts and where their downspouts dump water at ground level.
Then, to prevent ice build up at the bottom of the downspouts, more heaters would be needed till the liquid water drains and reaches a place where it's okay to let it freeze up.
(IOW I hope you live on a hill and have tons of money to spend on electricity bills.)

when i moved to the North island to somewhere that rearly freezes and gets snow once every 20 years i wondered what panel beaters and olumbers did in the winter because they were very busy and profitable months for them down home

i did know peeps in central otago who ran heaters in their tank rooms (drinking water)
But in Dunedin where we lived by the beach and drank town supply we were fine

I would need a flamethrower in every room of the house to handle the spiders I have seen in pictures from Australia. Yuck!
