depends. usually no. if you're trying to get around an injustice, maybe.
 
I voted no. For the most part. I agree @bludiva if one is trying to right a true wrong there are gray areas.

Generally though, IMO, how we get to our goal is just as important, if not more important. The journey shows who we are.

There are people more concerned with how they appear to seem and care much less about who they really are. Virtue signaling. Blechhhh.

I prefer to be true to who I am and act accordingly. To follow my internal moral compass. Otherwise I couldn’t live with myself.

So yeah, IMO, the end does not justify the means. No way. No how. Of course there are exceptions but generally speaking I say no.
 
I took the question as a hypothetical. I said "possibly". I can't think of every outcome, but if you're trying to protect someone, maybe it's okay. It is something I was taught to never do though. We might say that these lockdowns are the means to a favourable end.
