Diamond price comparing with Rappoport report

What is a good deal of diamond price comparing with Rappoport report?

Should it be below a Rappoport report or the same? Because when i've been shopping in Jewelry store, jeweler always said :O, i am selling bellow Rappoprt report. Back then I had no idea what Rappoport report was.Now I read about it. And see that none of wholesale selling even close to R.report, all diamonds are more expensive than in R.report.

When I asked my jeweler about this, she told me that the rapport only really averages the "average" diamond, aka those poor/fair/"ok" cut ones. In order to get that "ideal/excellent" cut, a larger diamond is needed, thus is more $$$. That's the gist I got from me questioning the huge, w i d e range of prices for the same carat weight/ color/ clarity combo. : )
