Depth % and Culet Relationship

Is it reasonable to assume that in some cases a stone with a culet and a shallower overall depth, might be a better specimen than a deep stone with no culet ?
 
''better specimen'' in what way? how did you arrive at this conclusion?
 
I am a newbie, asking a question.. I am picturing a deep stone with no culet (pointed) where the overall depth seems shallow, vs. a similar stone of the same depth with a culet.

I am just trying to figure out how the presence or lack of a culet might be considered when looking at stones that are on the shallow side. By better specimen, I meant better cut quality of paviion angles etc, since the shallow stone with a culet was originally cut deeper before the culet was polished down....

OK, I guess I am trying too hard to understand this stuff
 
the presence of a culet does not really impact the overall effect of a stone until it is medium or larger. having an open culet of significant size alters the appearance, in that the culet acts like a ''hole'' in the bottom of the diamond that you can see through the table. most modern rb''s don''t have a culet, or if they do, it is not big enough to change the look of the stone.
