I have seen SI1 (border line SI2 after communication with GIA Lab Director) that was cloudy to the point everyone who looked at saw it was cloudy / milky.
But at VS2 it is unlikely that you would ever have a problem.
At VS1 you would never ever have a problem.
I always advise people to accept a fair level of inclusions within a grade because the search for say an SI2 that does not have fair sized inclusions will almost always suffer from reduced fire and brilliance.
