The two top US labs that specialize in color are AGL and AGTA.
Both will issue a report with the very basic info (weight and dimensions) and that indicate natural/synthetic and any treatments or lack thereof.
For an additional fee both will give their opinion about origin.
AGL will also grade cut, color, and clarity; and give an overall quality grade.
Figure on roughly $300 for 2-3 carats, $450 just under 5. AGTA has a fees list up on their website http://www.agta.org; AGL has no website...give them a call.
Yes it would be for the sapphire that I'm thinking of getting. They don't have certificates so I would have to do it myself. They are a wholesaler to a few jewelry stores here and several other states. I have spoken to some of the stores they supply to here in the city ( San Francisco) , They have been buying stones from them for years and say they totally trust them as a supplier.

One store said they used to certify everystone in the store but now they don't, I'm not sure why.
p.p.s They don't usually sell to the public but I just happen to live near and work near the places they sell to and stay at whenever they come to San Francisco, which is a few times a year. We actually met for coffee and talked and I got a good feeling from them.
