Can someone explain Second Chance Offers on e-bay to me?

I've started to sell some house stuff, kid stuff and stones (ones bought before I knew better) on e-bay. It's a great thing and kinda fun - get rid of junk and get money - how cool is that.

But, I don't know that much yet. What is this Second Chance Offer thing? I sold an item or two and it says "available for Second Chance Offer". Now what is a second chance offer - being that it already sold? I looked around but have not found a decent explanation that makes sense.

Also, I've got the small click-n-ship boxes down but now I have to figure out how to handle padded envelopes. I prefer to use the USPS on-line site to print shipping. What is the easiest and most economical way to ship a stone in an envelope? Also, advice on wrapping the stone would be welcome.

But basically it is for sellers who have more than one of the same item or if the winning bidder does not pay, you can offer it to one of the other bidders.
