are Gemscan cerificates reliable?

Hi, I''ve been do some research recently as I''m getting ready to buy perhaps the most important ring in my life. I live in the US but my future wife is Canadian, I know she really wants a diamond from a canadian mine. So I''ve been in touch with a diamond broker in Canada, contacting each other via email. After rejecting a number of stones she sent me the following specs (GemScan certificate) on a diamond and I was very excited.

Shape and Cut: Round Brilliant
Estimated wgt: 1.10ct
Diameter (mm): 6.72 (6.69 - 6.74)
Crown Angle: 34.1 degrees
Crown Height: 14.5%
Culet: 0.5%
Table Size: 56.5%
Table Depth: 60% (4.03 mm)
Girdle Thickness: 1.4 - 2.1% (Sl. Thick)
Star/Upper: 55.6 : 44.4 %
Cut Grade: 0 Ideal
Symmetry: 0
Carlity: VVSI1

What disappoints me is that the diamond comes with a GemScan certificate. All of the other stones I was considering (and rejected because they were either a little smaller or lower in clarity) were GIA certified. Should I be concerned about purchasing a diamond that is "only" GemScan certified. I was informed by the broker that ~90% of canadian branded diamonds are GemScam certified. However I''ve been doing some reading and it appears as though they don''t have the best reputation. Some have called it a "second tier lab", implying they aren''t nearly as strict as GIA and AGS. Other have posted that GemScan is primarily used in retail/mall jewelry stores, including Costco. So my question is should the fact that this diamond is GemScan certified be a deal-breaker? I could opt for a slightly smaller diamond or compromise on the clarity and buy a GIA diamond for about the some money. Can I trust a GemScan certificate?
