Anyone know how to conquer rust?

So, I'm replacing the ball bearings in my 15-yr old Kenmore front loader.
I got the tank out, but can't get the pulley (that round metal thing) off.
It is stuck onto the shaft, like rusted together.

I've been told the metal pulley wheel is delicate and banging or prying has been known to break them.

So far I've tried lots of shaking/pulling on the pulley with gloved hands at 3:00 and 9:00.
Didn't budge.

Next I soaked WD-40 for a couple hours.
Didn't budge.

Next more WD-40 will soak in overnight.
If that doesn't do it, what would you try next?

Naval jelly.

Intriguing name, but boring usage: it dissolves rust.

That's it's entire purpose in life.

Get the industrial strength, check the reviews on Amazon for the best one.

Oh, fine, I will off-load my entire brain file on industrial liquids:

For rust stains on cloth, tile, etc., : CLR remover

To seal out rust stains (and everything else) from your grout, tile, marble, granite, etc.,: 511 penetrating sealer. Amazing stuff.

To remove rust stains (and pet stains, wine, etc., ) from carpet: straight rubbing alcohol, poured on, scrubbed out with paper towels. Works for ANY age of stain.

Clothes stains: All stain removers, at their base, are alcohol. Rubbing alcohol is fabulous stuff. I got this from a manufacturer of stain removers, and he admitted all the other ingredients were surfactants, emollients, and fragrances.
