I am pretty sure they are based in Ontario, Canada (despite the name "USA Certed"
) and do not have diamonds onsite but can get what they advertise (and more). I have emailed for certs before and they are quick and friendly. The website does seem really loud and obnoxious but I read only positive reviews when I checked past posts here.
I have purchaed from them with great results. They are in Canada, but sell to the US. Martin Sheffield, the owner is a certified gemologist, so they are knowledgable. They did not have the stones in house when I bought from them, so I used a local appraiser to view the stone and get help in the evalutaion process before we purchased it. They have a reputation for being very honest and reliable (you will see that if you do some searches), and I found them to be just that. THey usually have very competitive pricing, and will price match if asked.
I''m not a big fan of their web site, and would prefer to have someone see the stone before I do, but if you find the right stone through them, like I did, there are other ways to make sure it is a great performer.
