Advice on RB diamond around $7000

Not even close. Very poorly cut. GIA EX can be very broad spec and this is an ideal example of how bad it can get and still make the grade. You can do far, far better for $7k.

Here's just one option with same color/clarity, but 100x better cut quality:

Thanks, I know the HCA was 4.3 but wasn't sure if that was still okay. I read that 2.0 or less is ideal, but at what score would it be an auto-reject? Anything over 3? Over 4?

I wouldn't go more than 2.3-2.5, but that's just me.
On the flip side, if it's an AGS 0 cut (like the stone I recommended), you don't need to consider HCA. It already has confirmed ideal light performance. HCA is just an elimination and prediction tool sans any other/better info like IdealScope, ASET images, etc.

Easy way to think about this is to reject over 2.0.

2-3 is acceptable, proceed if there is a picture.

3-4 may be ok if you are willingly trading some cut quality for extra size, or a lower price; GIA rounding is not very accurate: garbage in, garbage out. Proceed if there is a picture.

Above 4 is auto reject.
