Advice on buying a diamond for engagement ring

Hi I am new to this and have just started looking around into buying a diamond for my gf to propose with. I have a few friends who know wholesellers so I have been in contact with them about buying loose diamonds, hoping this helps with the price. I have found a few that sound decent on paper, and was wondering if anyone had any advice on how the pricing of the stones sounded or any other advice. I have been looking at cushion cut diamonds, and for the first one:

1) 1.7 ct FVS2, 6.94x6.79x4.54, table 63%, depth 66.9%, no culet, polish and symm VG, Fluo none, thin-vthick faceted girdle. Priced at $15500

2) 1.71 ct GVS2, 7.10x6.85x4.69, table58%, depth 68.5%, no culet, polish and symm VG, fluo none, thick-vthick faceted girdle. Priced at $11900.

I have a picture of the first diamond which I can post later from my home computer, and the person I have spoken with has said it looks beautiful in person with a good sparkle. The second one should be coming in a few days with a picture and see what he says.

Both are GIA certified, but the only other question I'm having about that is the second stone was evaluated in November 2009, making me wonder if that means there is something wrong with the stone and it hasn't sold? (Like a home on the market too long)

I know there is more to diamonds than just numbers, but just based on the info, would people on here say these are decent prices? One more than the other? Do they sound like good stones? I will post pictures when I can. Thanks for any/all advice!
 
What shape stones are these? Rounds are the only stones we can really evaluate by the numbers. Everything else we need to see
and have aset/idealscope images to tell us about the stone.
