a star facet 45%?

I usualy see star facet 50% or 55%. for the first time I saw this star facet 45%, combined with a pivalion lower halve 80%. Is it a good cut for potential H&A (All other numbers are fine. a 3 ex cutting)

You can't tell if a stone is truly H&A by the numbers. H&A stones can have bad numbers; non H&A can have great numbers.
