Brilliance and Fire difference with different table size

We often hear that given an excellent cut, a relative larger table diamond would return more brilliance while a smaller table would return more fire.

Fire is easy to be noticed by human eye as it is just the rainbow color. However, how can we observe brilliance? Is brilliance simply means the "level of strong light"? So a larger table will have a stronger light return, and also the strong light outweigh the fire so the fire is harder to be observed? Hope you expert guys could give some guidance on this as there is seldom any precise explanation on the internet...

Very complex but I want to clarify something.
It is not that they have better fire or even more fire in lighting conductive to fire.
It is how often over all the possible lighting combinations they would tend to show fire less or more often in the different lighting.

Brilliance in diamonds has 2 factors brightness and contrast.
For example this space here

has brightness but because there is little contrast, it does not appear to have brilliance.
At close range the contrast is on the stone itself ie the arrows in RB and patterns in other cuts.
At longer range to contrast is against the finger/hand surroundings.
Contrast such as arrows that are still dark at a distance can look less bright so they are said to have contrast issues.

So what you want is bright with some internal contrast for up close and bright light return with little internal contrast at a distance.
The color of the light return doesn't matter for this it can be white or color.
